About The Role

We are seeking an experienced HR & Payroll Manager based in Georgia, North Carolina, Mississippi, or Washington, DC to oversee our people operations function end-to-end. This senior role is designed for a professional who thrives in a fast-moving, high-volume environment and is adept at managing the complexities of program-based staffing. The HR & Payroll Manager will be responsible for ensuring seamless onboarding, employee management, compliance, and offboarding processes across our canvassing programs. Operating through Justworks as our PEO, this role involves managing employee records, reviewing payroll, and supporting HR policies that align with legal standards and organizational values. The ideal candidate will be passionate about progressive politics, experienced in large-scale recruitment and separations, and capable of providing strategic HR guidance in a rapidly evolving operational landscape.

Qualifications

- Bachelor's degree in human resources, business administration, or a related field, or equivalent professional experience

- Minimum of five years of progressively responsible experience in human resources, employee relations, or operations

- Extensive experience with high-volume recruitment and employee separations, including documentation standards and legal risk management

- Working knowledge of PEO platforms, preferably with Justworks experience, and multi-state payroll compliance

- Proficiency in core HR functions such as benefits administration and personnel recordkeeping

- Strong interpersonal and communication skills, with the ability to influence and hold managers accountable

- Excellent problem-solving and conflict-resolution abilities

- Ability to manage multiple priorities independently with attention to detail

- Discretion and confidentiality in handling sensitive personnel information

- Genuine interest in progressive politics and program-based field work

- HR certifications such as SHRM-CP, PHR, or similar are preferred but not mandatory

- Access to a phone and computer; availability for evening and weekend work during peak periods

Responsibilities

- Ensure daily adherence to AOTF's HR compliance standards, including proper documentation for hiring, discipline, and termination across all field programs

- Serve as the escalation point for employee relations issues, providing guidance to field directors and managers to mitigate risk and ensure compliance

- Develop and enforce standards for high-volume recruitment processes, supporting sourcing and screening efforts by the Operations team

- Administer payroll through Justworks, including managing employee records, reviewing payroll runs, and addressing employee inquiries regarding pay

- Manage compensation changes, off-cycle payments, and ensure accurate recordkeeping of all HR documentation

- Apply organizational HR policies and procedures related to performance management, disciplinary actions, and termination protocols

- Train and coach field managers on best practices for hiring, performance management, and employee separation procedures

- Oversee employee benefits processes, including enrollment, open enrollment periods, and qualifying life events

- Maintain accurate personnel records in compliance with legal and organizational recordkeeping requirements

- Identify personnel matters requiring legal input and coordinate with the EVP of Finance and Operations and outside counsel as needed
