Job Summary
We are looking for an experienced HSE Engineer to join our team for industrial projects in Abu Dhabi. The ideal candidate should have a minimum of 8+ years of relevant HSE experience, with proven experience working with both engineering consultancy and contractor organizations.
The candidate will be responsible for implementing, monitoring, and maintaining HSE standards across project sites while ensuring compliance with UAE regulations, client requirements, project specifications, and approved HSE procedures.
Key Responsibilities
- Implement and monitor the project Health, Safety & Environmental (HSE) Management System.
- Ensure compliance with applicable UAE HSE regulations, client requirements, project specifications, and safety standards.
- Review and monitor Project HSE Plans, Risk Assessments, Method Statements, JSA/JHA, and safety procedures.
- Conduct regular site inspections, HSE audits, safety walks, and compliance assessments.
- Identify hazards and ensure appropriate preventive and corrective actions are implemented.
- Review Risk Assessments and Job Safety Analyses for high-risk activities.
- Monitor safe execution of industrial construction and engineering activities.
- Ensure proper implementation of the Permit to Work (PTW) system.
- Monitor high-risk activities including lifting operations, working at height, confined spaces, excavation, scaffolding, hot work, electrical works, and heavy equipment operations.
- Coordinate with Project Managers, Construction Managers, Engineers, Supervisors, Consultants, Contractors, and Subcontractors on HSE matters.
- Conduct HSE inductions, toolbox talks, safety briefings, and awareness programs.
- Investigate incidents, accidents, near misses, unsafe acts, and unsafe conditions and prepare investigation reports.
- Track and close corrective and preventive actions (CAPA).
- Monitor and evaluate subcontractor HSE performance.
- Maintain proper HSE documentation, including inspection reports, permits, training records, incident reports, audit reports, and safety statistics.
- Prepare daily, weekly, and monthly HSE reports.
- Monitor PPE compliance, housekeeping, access/egress, emergency arrangements, welfare facilities, and site conditions.
- Participate in and coordinate emergency drills and response activities.
- Ensure proper implementation of Fire & Life Safety requirements.
- Monitor environmental aspects including waste management, dust/noise control, spill prevention, and pollution control.
- Coordinate with clients, consultants, authorities, and project stakeholders regarding HSE requirements.
- Monitor project HSE KPIs and performance indicators.
- Promote a strong safety culture among employees, contractors, and subcontractors.
- Immediately report and escalate unsafe conditions or activities presenting significant risk.
- Support management in developing and improving HSE policies, procedures, and safe working practices.
- Ensure all HSE observations, non-conformities, and action items are properly recorded and closed within the required timeframe.
Industrial Project Experience
Candidates should have strong practical HSE experience in large-scale industrial or construction projects.
Experience in the following areas will be advantageous:
- Industrial buildings and facilities
- Oil & Gas / Energy projects
- Steel structures and steel erection
- Mechanical and electrical installation
- Heavy lifting and crane operations
- Civil and excavation works
- Piping and equipment installation
- Structural fabrication and installation
- Welding and hot work
- Confined space operations
- Work at height
- Heavy equipment and mobile plant operations
Required Qualifications & Experience
- Bachelor’s Degree / Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related field.
- Minimum 8+ years of relevant HSE experience.
- Proven experience in industrial and large-scale construction projects.
- Consultancy and contractor-side experience is required.
- Strong knowledge of UAE HSE regulations and construction safety practices.
- Abu Dhabi project experience will be an advantage.
- Strong knowledge of Risk Assessment, JSA/JHA, Method Statements, PTW, HSE Plans, audits, and site inspections.
- Experience in incident investigation, HSE reporting, safety training, and contractor management.
- Excellent communication and coordination skills.
- Ability to work independently and effectively manage multiple project HSE requirements.
Preferred Certifications
- NEBOSH IGC or equivalent HSE qualification.
- IOSH certification.
- Relevant Occupational Health & Safety certifications.
- First Aid / Fire Safety certification will be an advantage.
- UAE-recognized HSE certifications will be preferred.
