Job Summary:
NCS Engineers has added a position for a Municipal Engineer (PE) to join us in our NCS Texas Municipal Department. The Municipal Engineer (PE) will provide engineering design, coordination, and review services for public infrastructure projects including water and sewer infrastructure, water treatment plants, wastewater treatment plants, roads and drainage improvements. This position leads a team in support of municipal and private clients through technical analysis, construction document preparation, permitting, and project oversight. The ideal candidate is detail-oriented, collaborative, and committed to delivering high-quality work for public sector projects.
Qualifications and Education Requirements:

Bachelor’s degree in Civil Engineering or related field.

EIT certification required; PE license required or ability to obtain within 1 year.

5–10+ years of experience in municipal or public infrastructure engineering.
Supervisor Responsibilities:
-
Lead and oversee the design and preparatio n of plans for municipal infrastructure projects such as water and sewer infrastructure, water treatment plants, wastewater treatment plants, roads and drainage improvements.

Lead communication and coordination with public works departments, regulatory agencies, and utility providers.

Oversee and/or perform engineering analysis, cost estimates, and constructability reviews.

Lead and/or oversee the preparation of bid documents, specifications, and contract documents.
- Oversee construction progress, ensuring quality assurance and adherence to plans and specifications.
Expertise in the Following is Required:

Proficiency in AutoCAD Civil 3D and Microsoft Office applications.

Working knowledge of public works standards, permitting processes, and funding programs.

Ability to work effectively with municipal clients, contractors, and multidisciplinary teams.

Strong technical writing, organization, interpersonal and leadership skills.

Excellent verbal and written communication skills including detailed report preparation.

Excellent computer, math, and English skills.

Ability to work independently on design projects.

Friendly with the ability to interact with various personalities.
Duties/Responsibilities:

Review plans for compliance with local standards and municipal requirements.

Participate in public meetings and provide technical support to municipal clients.

Support preparation of funding and grant applications for public infrastructure projects.

Participate in proposal development, scope writing, and client presentations.
Physical Requirements:

Prolonged periods sitting at a desk and working on a computer.

Must be able to lift up to 15 pounds at times.
