Child Welfare Instructional Designer & Trainer (NC FAST/CWIS)
Location: Research Triangle Park, Durham, NC (hybrid; statewide travel up to 30%)

We are seeking a contract Instructional Designer & Trainer to support the implementation of a statewide Child Welfare Information System. The ideal candidate will translate complex case-management functionality into effective classroom and eLearning solutions for adult learners across county, regional, and state agencies.
Key Responsibilities
Analyze system functionality and business requirements to design facilitator-led and eLearning training modules.
Develop and maintain training materials, job aids, scripts, and templates (including Adobe FrameMaker).
Create interactive, engaging course content using simulations, interactions, and multimedia (Adobe Captivate, Camtasia, or similar).
Deliver training in multiple formats: in-person classroom, virtual instructor-led, and webinar.
Collaborate with training leads, business/Agile teams, developers, and subject-matter experts to ensure content accuracy and relevance.
Support scheduling, QA reviews, LMS uploads, and continuous improvement of curriculum based on learner feedback and evaluation data.
Travel statewide (up to 30%) to deliver training; some evenings/weekends may be required. Travel expenses reimbursed per state protocol.
Required Qualifications
3+ years of experience in curriculum design and developing training materials for adult learners.
3+ years of experience understanding social services/child welfare programs and the workflows of county/state agencies.
3+ years of experience researching and translating complex case-management software functionality into learning materials.
3+ years of experience collaborating with training developers, SMEs, and technical teams to produce effective training.
3+ years of experience with business analysis and MS Office Suite (Word, Excel, PowerPoint).
3+ years of experience with LMS platforms (e.g., Moodle) and web technologies (XML, HTML).
3+ years of experience designing and delivering computer-based training and learning program design.
3+ years of experience with authoring/multimedia tools such as Adobe FrameMaker, Captivate, Camtasia, Photoshop, Visio, or similar.
3+ years of experience creating dynamic, interactive instructional materials (simulations, interactions, scenario-based learning).
3+ years of experience leading training sessions in in-person, virtual, and webinar formats.
3+ years of experience evaluating learner progress, providing feedback on curriculum/methodology, and supporting QA processes.
3+ years of experience managing classroom logistics: facility coordination, course scheduling, and student registration.
Highly Desired
2+ years of experience with NC FAST and/or North Carolina Medicaid programs.
Ability to assist with basic application software/hardware support.
Strong understanding of internet concepts and web technology.
Excellent oral and written communication skills; ability to work effectively with diverse stakeholders.
