We are seeking a strategic and hands-on Senior HR Manager to partner with business leaders in driving full-scope HR operations across Mainland China and Hong Kong. This is a niche, cross-border role ideal for an HR professional who thrives at the intersection of talent acquisition, organisational development, and people analytics — with proven experience navigating the regulatory and cultural nuances of both Mainland China and Hong Kong employment frameworks.
You will act as a true business partner, leveraging data to drive workforce decisions, optimise recruitment channels, and build a high-performance culture. This role is not generic HR — it demands a hybrid HRBP/TA/OD mindset, with strong quantitative capabilities and a track record of improving time-to-fill, retention, and employee engagement in fast-paced, tech-driven environments.
⇒ Key Responsibilities
Strategic HR Business Partnering
- Act as a trusted HR advisor to business unit leaders (300–500 headcount), overseeing full-scope HR — recruitment, performance management, C&B, employee relations, and compliance.
- Lead organisational diagnosis and talent reviews ; drive succession planning, internal mobility, and critical-role backfill coverage.
- Partner with leadership to design and implement KPI/OKR frameworks and performance calibration processes.
Talent Acquisition & Channel Optimisation
- Develop and execute data-driven recruitment strategies across Mainland China and Hong Kong, optimising channel mix (headhunter/outsourcing/referral) to reduce time-to-fill and improve new-hire retention.
- Build robust talent pipelines and implement interviewer calibration to improve offer acceptance and conversion rates.
- Manage campus recruitment and employer branding initiatives across key universities.
Compensation, Benefits & Compliance
- Lead salary benchmarking and band design to ensure internal equity and external competitiveness across regions.
- Ensure full compliance with Mainland labour laws and Hong Kong Employment Ordinance / MPF requirements — including contract reviews, MPF arrangements, and regulatory updates.
- Establish early-warning mechanisms and compliance checklists to mitigate labour risks and maintain zero litigations.
People Analytics & HR Operations
- Leverage HRIS (Workday / SAP SuccessFactors / Beisen) and BI tools (Power BI, Excel Pivot/Power Query) to build dashboards and real-time people analytics (headcount, attrition, recruitment funnel, backfill).
- Continuously improve HR operational efficiency through automation and process standardisation.
Employee Relations & Engagement
- Design and implement employee communication and care mechanisms , proactively preventing and resolving labour issues.
- Drive employee engagement initiatives, using stay interviews and pulse surveys to improve engagement scores and reduce grievance cases.
⇒ Qualifications & Experience
- Bachelor's degree or above in HR Management, Business Administration, or a related field.
- 4+ years of full-scope HR experience, with at least 3 years in HRBP / TA / OD roles — ideally within internet, technology, or professional services industries.
- Proven hands-on experience in recruitment, performance management, C&B, and employee relations , with the ability to handle complex employee relations cases.
- Deep knowledge of Mainland labour laws ; familiarity with Hong Kong Employment Ordinance and MPF is a strong plus (and highly valued).
- Data-savvy — proficient in Excel (Pivot / Power Query) and Power BI (or similar analytics tools).
- Strong communication and business acumen , with the ability to independently drive HR initiatives.
- Fluent in written and spoken English and Mandarin ; ability to work across Mainland and Hong Kong teams.
- Experience supporting cross-border HR operations (Mainland/HK) at group level.
- Background in HR consulting or project-based HR support .
- Familiarity with Workday, SAP SuccessFactors, or Oracle HCM.
