We are looking for an experienced Senior Business Consultant to support a comprehensive financial and strategic review initiative. The consultant will provide independent analysis and advice regarding financial sustainability, funding requirements, expenditure pressures, operational capacity, resource optimization, and transformation opportunities.
Key Responsibilities
- Assess the organization's current financial position, expenditure trends, and funding framework.
- Analyze major expenditure drivers and structural funding pressures.
- Review and validate assumptions used in financial analyses.
- Identify material financial risks and long-term sustainability considerations.
- Assess ongoing and one-time funding pressures.
- Analyze future operational requirements, workload pressures, and capacity requirements.
- Review resource requirements and operational sustainability risks.
- Conduct targeted benchmarking against comparable organizations.
- Identify relevant industry/public-sector practices and lessons learned.
- Identify opportunities for efficiencies, modernization, and resource optimization.
- Analyze strategic investment priorities and major cost pressures.
- Assess risks associated with funding shortfalls and increasing service demands.
- Conduct interviews and consultations with senior executives and subject-matter experts.
- Review financial, operational, workforce, infrastructure, performance, and related documentation.
- Develop independent findings, observations, and strategic recommendations.
- Prepare executive-level presentations, assessments, and reports.
- Provide recommendations supporting long-term financial sustainability and future investment decisions.
Mandatory Experience
The proposed consultant must have:
- Minimum 10 years of experience within the last 15 years providing strategic financial advisory or business consulting services to large, complex organizations.
- Experience working with organizations having significant operating budgets, large workforces, or national/multi-jurisdictional operations.
- Experience from at least three engagements involving areas such as:
- Strategic reviews
- Expenditure reviews
- Financial sustainability assessments
- Funding requirement analysis
- Organizational affordability assessments
- Strategic resource allocation reviews
- Operational transformation reviews
- Program integrity/funding analysis
- Must have led or significantly contributed to at least three completed projects within the last 10 years for federal, provincial, Crown corporation, agency, or comparable public-sector organizations.
- Resume must clearly demonstrate project dates, responsibilities, work performed, and deliverables.
- References capable of confirming the claimed experience should be available.
Education & Professional Qualifications
The candidate must meet the applicable Senior Level 3 flexible-grid requirement of at least 100 points based on education, relevant professional certification, and experience.
A university degree combined with 120+ months of relevant experience meets the 100-point threshold under the grid. Relevant professional certifications are also valuable, particularly where required to achieve the minimum flexible-grid score.

Ideal Candidate Profile
A strong candidate will have senior-level experience in financial strategy, expenditure management, funding analysis, organizational transformation, public-sector consulting, executive advisory, benchmarking, risk assessment, and strategic resource allocation. Experience presenting complex financial findings and recommendations to executive leadership is highly desirable.
Pay: $200.00-$500.00 per day
