Leidos is seeking a Risk Manager to support a high-impact, multi-agency program serving the United States Space Force (USSF)/Space Systems Command (SSC), the United States Air Force (USAF), and other key mission stakeholders. The selected candidate will play an important role on a critical program focused on enhancing, testing, and deploying a large-scale Satellite Communications (SATCOM) system within an existing infrastructure. The ideal candidate will bring strong expertise in public key infrastructure (PKI) and Agile development, along with exceptional problem-solving, communication, and collaboration skills.
The selected candidate will support a complex, fast-paced Agile program as part of the Program Management Office. This role is responsible for managing risks and opportunities in accordance with the Program Risk and Opportunity Management Plan. The candidate will also support the program’s Earned Value Management System and perform engineering activities, including risk assessments and analyses of alternatives for a variety of system-related issues and concerns.
Primary Roles and Responsibilities:

Supports the Program Manager in communicating the current risk posture, including active risks, mitigations, and overall program exposure to the customer.

Develops and maintains the Risk and Opportunity Management Plan.

Ensures program personnel are trained and prepared to participate effectively in the risk management process.

Plans and coordinates monthly Risk Management Board meetings with contractor and customer stakeholders.

Prepares risk reports, including trend analysis and metrics, for recurring meetings and ad hoc requests.

Maintains and monitors data in the risk management tool.

Manages risk attributes such as priority, owner, and target due dates.

Tracks the status and effectiveness of mitigation actions.

Communicates risk status to Program Managers, risk originators, and risk owners.

Initiate communication and escalation when mitigation deadlines are missed or at risk of being missed.

Executes the risk closure process in accordance with established procedures.

Integrates Risk Management with the program’s Earned Value Management approach to ensure cost and schedule impacts are identified, tracked, and incorporated.

Supports the Management EAC process by helping quantify the cost impact of identified risks and opportunities.

Maintains effective day-to-day communication and collaboration with internal technical teams and customer points of contact, as needed.

Participates in Scrum of Scrums, Program Increment Planning, and other related Agile and Earned Value activities.
Basic Qualifications

Bachelor’s degree in System Engineering, Engineering Management, Program Management, or a related field, and at least 8 years of related experience. Additional experience may be substituted for a degree.

Must have at least 5 years of experience in technical project management, systems engineering, and/or risk management.

Strong knowledge of quantitative risk analysis and risk management processes.

Must have demonstrated experience in several of the following areas: risk analysis, Earned Value Management (EVM), project management, and requirements analysis.

Extensive experience evaluating technical options and trade-offs and clearly communicating recommendations to stakeholders.

Ability to analyze, synthesize, and present data in clear, effective reports.

Proven ability to quickly build positive, productive working relationships across programs and with key stakeholders.

Proven ability to proactively identify, assess, monitor, and manage risk.

Strong analytical, creative, and problem-solving skills.

Data-driven and detail-oriented approach to work.

Must be comfortable working in a fast-paced environment involving complex technical systems and components.

Must be committed to adopting and following best practices and established processes.

Must have strong verbal and written communication skills.

Must have strong interpersonal skills and demonstrated ability to foster collaboration across multiple teams and stakeholders.

Clearance Required: Must have TS/SCI with Polygraph.
Preferred Qualifications

Project Management Professional (PMP) certification.

Experience with the Scaled Agile Framework (SAFe) methodology or as a member of an Agile team.

Demonstrated, direct, hands-on experience with Earned Value Management.

Pay Range:
Pay Range $92,300.00 - $166,850.00
