Job Summary
The Chief of Staff & Strategic Development is a senior executive leadership position responsible for advancing the vision, strategic priorities, organizational development, and long-term growth of Spectrum for Living Development, Inc. (“SFL”). Reporting directly to the President & Chief Executive Officer, the Chief of Staff & Strategic Development serves as a principal strategic advisor to the CEO and as a key enterprise leader responsible for translating the CEO’s vision and Board-approved strategic direction into coordinated, measurable organizational action.
The position serves as an extension of the Office of the President & CEO and works across all areas of the organization to strengthen executive accountability, organizational alignment, program innovation, strategic development, and execution of major initiatives.
The Chief of Staff & Strategic Development works closely with the Chief Operating Officer and other members of the Executive Leadership Team to ensure that strategic priorities are effectively translated into operational plans and measurable outcomes. While the Chief Operating Officer maintains primary responsibility for the day-to-day operational m management of the organization, the Chief of Staff & Strategic Development provides enterprise-wide leadership over strategic initiatives, organizational development, executive coordination, program development, partnerships, transformation efforts, and special projects designated by the President & CEO.
When specifically delegated by the President & CEO, including during periods when the President & CEO is unavailable, the Chief of Staff & Strategic Development shall serve as the designated executive representative of the President & CEO, providing leadership and direction to the Executive Leadership Team and exercising delegated executive authority consistent with organizational policies, Board governance, and applicable law.
ESSENTIAL LEADERSHIP RESPONSIBILITIES
1. Office of the President & CEO
Serve as a principal strategic advisor and executive partner to the President & CEO in advancing SFL’s mission, vision, organizational priorities, and long-term strategic direction.
Assist the President & CEO in evaluating complex organizational issues, emerging opportunities, organizational risks, executive performance, strategic investments, partnerships, and major initiatives.
Translate CEO priorities into clearly defined organizational objectives, responsibilities, timelines, performance expectations, and measurable outcomes.
Ensure appropriate follow-through on decisions and directives originating from the President & CEO, Executive Leadership Team, and Board of Directors.
Identify matters requiring CEO intervention and ensure that significant strategic, operational, financial, regulatory, or organizational concerns are elevated appropriately.
2. Executive Leadership & Organizational Coordination
Promote organizational alignment and accountability across SFL’s executive and senior leadership structure.
Coordinate enterprise-wide initiatives involving multiple departments, programs, or executive leaders and ensure that organizational priorities do not become fragmented by departmental boundaries.
Work collaboratively with the Chief Operating Officer and other executives to establish clear responsibilities, eliminate organizational silos, improve communication, and strengthen accountability.
Facilitate executive leadership meetings, strategic planning sessions, organizational reviews, and other leadership forums as directed by the President & CEO.
Monitor progress on major executive commitments and organizational priorities and provide the President & CEO with timely assessments of progress, barriers, risks, and required decisions.
When delegated by the President & CEO, provide executive direction and coordination to members of the Executive Leadership Team.
3. Designated Executive Authority
During periods when the President & CEO is unavailable, and when such authority has been delegated, serve as the senior executive representative of the President & CEO for the purposes
of maintaining organizational leadership, continuity, executive coordination, and timely decision-making.
In this capacity, the Chief of Staff & Strategic Development may lead the Executive Leadership Team and provide direction and oversight to senior executives, including the Chief Operating Officer and other executive leaders, within the scope of authority delegated by the President & CEO.
Matters specifically reserved to the President & CEO or Board of Directors, including matters requiring Board approval or otherwise restricted by organizational policy, shall remain outside the authority of the Chief of Staff & Strategic Development unless expressly authorized.
This delegated authority does not diminish the ongoing responsibilities or accountability of individual executive officers for their respective areas of responsibility.
STRATEGY & ORGANIZATIONAL DEVELOPMENT
4. Strategic Planning & Execution
Lead and coordinate the development, implementation, and ongoing evaluation of SFL’s organizational strategic plan in collaboration with the President & CEO, Board of Directors, Executive Leadership Team, and other key stakeholders.
Translate strategic objectives into measurable organizational initiatives, performance indicators, milestones, and accountability structures.
Develop systems for monitoring strategic-plan implementation and regularly report progress, barriers, emerging opportunities, and corrective actions to the President & CEO.
Ensure alignment among strategic priorities, organizational resources, program development, capital planning, technology, workforce needs, and financial sustainability.
Conduct organizational and environmental assessments to identify emerging trends, opportunities, threats, and changes within the intellectual and developmental disabilities service environment.
5. STRATEGIC & PROGRAM DEVELOPMENT
The Chief of Staff & Strategic Development (CSSD) shall have executive responsibility for guiding, overseeing, coordinating, and advancing the identification, development, establishment, and implementation of new programs, services, and strategic initiatives consistent with SFL’s mission, strategic direction, and long-term organizational vision.
Under the direction of the President & CEO, the CSSD shall serve as a principal executive leader for new program development within SFL, with responsibility for moving approved program
concepts from initial idea and feasibility assessment through planning, regulatory approval, implementation, opening, stabilization, and transition to ongoing operations.
The CSSD shall not function solely in an advisory or planning capacity. The position requires an active, hands-on approach to program development and shall assume direct leadership responsibility when necessary to ensure that approved programs are successfully established and brought into operation.
New Program Creation & Implementation
The CSSD shall conceptualize, plan, coordinate, and lead the development of new programs authorized by the President & CEO. This responsibility shall include, as applicable, developing the program model; determining regulatory and licensing requirements; coordinating applications and approvals; establishing implementation timelines; identifying staffing and leadership requirements; developing policies and procedures; determining physical-space and technology needs; establishing budgets and financial models; identifying reimbursement and funding mechanisms; and coordinating the operational infrastructure necessary to successfully launch the program.
The CSSD shall work directly with applicable governmental, regulatory, licensing, funding, and contracting entities and shall coordinate with SFL's Compliance, Clinical, Finance, Human Resources, Operations, Development, Information Technology, and program leadership to satisfy all requirements necessary for program implementation.
Where barriers, delays, or organizational gaps threaten the successful development of a program, the CSSD shall be expected to intervene directly, assume responsibility for necessary work, organize appropriate resources, and drive the initiative toward completion.
The CSSD shall remain actively engaged through the opening and initial implementation of new programs and shall ensure that appropriate leadership, staffing, systems, policies, financial controls, quality measures, and operational processes are established before responsibility is transitioned to the appropriate operational or program leader.
Priority Areas for Strategic Program Development
Under the direction of the President & CEO, the CSSD shall provide leadership for the development and expansion of programs including, but not limited to:
· Community-Based Programs and Services, including innovative alternatives to traditional facility-based service models;
· Supported Employment, designed to assist individuals with intellectual and developmental disabilities in obtaining and maintaining meaningful employment within their communities;
QUALIFICATIONS
Education
Master’s degree in Business Administration (preferred), Healthcare Administration, Public Administration, Organizational Leadership, Social Services, Human Services, or a related discipline strongly preferred. A combination of advanced education and substantial executive leadership experience may be considered.
Professional Experience
Minimum of 10 years of progressively responsible leadership experience, preferably within intellectual and developmental disabilities services, healthcare, behavioral health, human services, nonprofit management, or another highly regulated service environment.
Significant experience in strategic planning, organizational development, program development, executive leadership, organizational transformation, or growth strategy.
Demonstrated experience working directly with CEOs, Boards of Directors, executive leadership teams, government agencies, or other senior stakeholders.
Experience developing and implementing new programs or major organizational initiatives strongly preferred.
Knowledge of New Jersey’s IDD service system, Medicaid-funded services, NJ Department of Human Services/Division of Developmental Disabilities, licensing, regulatory requirements, and related systems is highly desirable.
Preferred Schedule: Monday–Friday, 9:00 AM–5:00 PM.
