Work: On an as and when requested basis
Mandatory Criteria
M1. The Bidder must demonstrate that each proposed Senior resource has a minimum of 10 years of experience within the last 15 years, at the time of solicitation closing, performing all of the tasks outlined below in a Microsoft (MS) ecosystem.
1. Understand the goal
2. Identify the Data Layer and the data needs
3. Map the goal to MS capabilities
4. Recommend a technology pattern
5. Design and implement the chosen solution
6. Knowledge transfer to the team
M2. The Bidder must demonstrate that each proposed Senior resource holds at least one of the following certifications:
i. PL 400: Microsoft Power Platform Developer Associate
ii. PL‑600: Microsoft Power Platform Solution Architect Expert
M3. The Bidder must demonstrate that each proposed Senior resource has a minimum of 5 years of experience, in the last 10 years, at the time of solicitation closing, developing in at least 6 of the of the following:
1. Microsoft (MS) Planner functionality using the planner Application Programming Interface (API). to programmatically create, manage, track, or integrate Planner tasks and plans with other business applications and workflows.
2. MS SharePoint using the MS Graph API (i.e. Drive, List, Site)
3. Manage MS Teams using the MS Graph API
4. MS Power Automate Cloud flows using standard MS and custom MS connectors for both of the following purposes:
i. automation; and
ii. orchestration
5. Integrating with Azure Active Directory (AD) Single sign-On
6. Creating new MS Teams Canvas Power Apps for enterprise business needs and
7. Custom components using the PowerApp Component Framework
8. Power Business Intelligence (BI) Reports, Dashboards
9. Connecting with existing and new Enterprise/Common Dataverse Data for enterprise business requirements
M4. The Bidder must demonstrate that each proposed Senior resource has a minimum of 5 years of experience, in the last 10 years, at the time of solicitation closing, using each of the following to develop1 in the MS ecosystem
1. Visual Studio Integrated Development Environment with C#, .NET, Python
2. Visual Studio Code with JavaScript, TypeScript and Node.js
Point-Rated Technical Criteria
· R1. The Bidder should demonstrate that each proposed Senior resource has experience, in the last 10 years, at the time of solicitation closing developing1 in each of the following:
1. AI Agents - Co-pilot
2. MS Teams Developer Command-Line Interface (CLI)
3. MS Teams Tool Kit and/or 365 Agents Tool Kit integrated with Visual Studio Code
4. MS Teams Software Development Kit (SDK)
5. Message Extensions - MS Teams
6. Adaptive Cards - MS Teams
Objective
The Canadian Nuclear Safety Commission (CNSC) requires the services of Microsoft 365 Technology Resources to design, configure, develop, integrate and support Microsoft tools within a Microsoft 365 ecosystem.
Background
The Canadian Nuclear Safety Commission (CNSC) is the nuclear energy and materials regulator in Canada. The mission of CNSC is to regulate the use of nuclear energy and materials to protect health, safety, security, and the environment, and to respect Canada's international commitments on the peaceful use of nuclear energy. Nuclear activities are carefully regulated to ensure their safe operation.
The CNSC has several monolithic disconnected legacy systems for nuclear regulatory capabilities that need to be decommissioned. The organization has also a history of shadow IT. This creates a significant technical debt.
The Digital Strategy for the organization is not to rebuild these applications one for one but rather modernize these regulatory capabilities using a common data fabric and different interconnected solutions, all within the MS 365 ecosystem.
