About This Position
The Library Department employs more than 500 full-time and part-time staff across clerical, security, supervisory, professional, and management roles. The Library IT Analyst/Programmer II serves as tier 2 support within the Library's Information Technology Section and is responsible for maintaining, troubleshooting, and improving the technology systems that support daily library operations across all locations.
The Library IT Analyst/Programmer II supports a wide range of commercial-off-the-shelf systems used throughout Phoenix Public Library. This position ensures that critical customer-facing and staff-facing technologies run reliably, integrate smoothly, and remain operational across the Library-s busy environment. The role requires travel to branch locations to support systems, equipment, and staff, and may involve a mix of in-person and remote work based on operational needs.
Library IT Analyst/Programmer II responsibilities include but are not limited to:
- Troubleshoot issues across the Library-s technology ecosystem, including Integrated Library System (ILS) processes, Automated Material Handler (AMH) equipment, RFID components, book lockers, self-service kiosks, and PC Reservation systems.
- Diagnose vendor system errors, integration failures, and workflow disruptions by reviewing logs, system behavior, user reports, or reproducible test cases.
- Coordinate with vendors to escalate and resolve system problems, validate corrections, document changes, and maintain operational continuity.
- Maintain, monitor, and improve automation workflows such as PowerAutomate processes used for staff notifications, reporting, circulation workflows, and data movement.
- Create, refine, and support PowerBI dashboards and analytical tools that assist departments in understanding usage, activity, and operational patterns.
- Support CMS and web components that impact customer experience, including navigation, display issues, content workflows, and configuration changes.
- Assist staff across multiple branches with system access problems, functional questions, workflow interruptions, and application issues.
- Document processes, troubleshooting steps, system behaviors, and workflows to support long-term maintainability and knowledge transfer.
- Communicate clearly and effectively with both technical and non-technical employees, providing understandable explanations of system issues and resolutions.
- Participate in evaluations of new business tools, integrations, or vendor systems to support Library needs.
- Provide training and guidance on the proper use of technology systems and workflows.
- Maintain regular and reliable attendance and demonstrate professionalism, customer service, integrity, innovation, efficiency, and fiscal responsibility.
- Work occasional evenings, early mornings, weekends, or holidays as required for system changes or critical issues.
- Perform other duties as assigned.
SALARY
Pay Range: $76,294.40 to $112,715.20 annually.
Hiring Range: $76,294.40 to $102,232.00 annually.

- Lateral transfers occur when there is no change to the last two digits of the pay grade.

Minimum Qualifications
- Two years of experience in computer applications programming and development and systems analysis.
- AND Bachelor's degree in computer science, computer information systems, mathematics, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

Experience With
- Workflow design, automation, and reliability handling.
- Designing data models, validating metrics, and producing analytical dashboards.
- Improving site or system structure, navigation, permissions, or workflow access.
- Working with SQL, stored procedures, debugging, or modifying scripts and utilities.
- Contributing to application enhancements, structured changes, or release planning.
- Defining needs, document requirements, perform analysis, and communicate clearly.
- Isolating issues, gather logs, create reproducible cases, and collaborate with vendors.
- Structured thinking used to model processes, create diagrams, or define system behavior.
- Supporting commercial-off-the-shelf software, vendor systems, and integrated library systems.
