NOC Engineer

- The role is responsible for managing technical reviews and approvals of No Objection Certificate (NOC) applications for third-party activities impacting onshore hydrocarbon pipelines, gas facilities, LNG terminals, control stations, and other critical energy infrastructure across Dubai.
- The position ensures that all works carried out near pipeline corridors and protected assets are reviewed from an engineering integrity, operational safety, and asset protection perspective, with a strong focus on risk mitigation and compliance with pipeline engineering standards.
Responsibilities
- Review and assess NOC applications for construction, excavation, road crossings, utility diversions, infrastructure developments, and third-party works near live hydrocarbon pipelines and onshore assets
- Conduct technical evaluations of method statements, construction drawings, engineering designs, and risk assessments to ensure safe execution of proposed works
- Determine and apply standard and project-specific NOC conditions to ensure risks remain As Low As Reasonably Practicable (ALARP)
- Process NOCs through electronic authority systems and ensure compliance with local regulatory requirements and response timelines
- Support internal projects in obtaining approvals and NOCs from relevant external authorities and utility providers
- Escalate complex or non-standard applications for technical review where required
- Design and recommend appropriate pipeline corridor protection systems including slab protection, crash barriers, warning signage, fencing, berms, road crossings, and desert crossings
- Ensure adequate protection measures are incorporated for works near buried pipelines to prevent third-party damage
- Identify locations where pipeline rehabilitation may be required due to roadworks, bridges, or major infrastructure developments
- Coordinate with operations and technical teams regarding pipeline protection requirements and integrity risks
- Conduct corridor inspections and support patrolling teams where necessary
- Visit high-risk NOC sites to verify contractor compliance and enforce approved NOC conditions during execution
Requirements
- Degree in Mechanical Engineering or equivalent discipline
- Minimum 10 years of experience in gas plants, transmission pipelines, or pipeline operations
- Strong understanding of pipeline design, integrity management, and corridor protection systems
- Experience in utility coordination, authority approvals, and NOC management within oil and gas infrastructure
