The Department of Parking and Transportation is seeking a Division Operations Manager for Transportation Support Services..
Division Managers are the primary contacts responsible for management of specified organizational divisions within Parking and Transportation. These divisions include Transit Operations, Safety and Training, Transportation Demand Management, Facilities and Maintenance, Customer Service, Fleet Management, Permit Parking, Event Services, and Data Management. P&T Division Managers supervise staff and provide management to complex teams within the organization.
Typical hours will range depending on the department’s service level. Parking and Transportation provides services that operate in a 24/7 window. The Operations Manager will manage a team of supervisors, dispatchers, and drivers that oversee these services. Flexibility with scheduling is a necessity of the position, and faithful attendance is a core requirement.
SPECIFIC DUTIES AND RESPONSIBILITIES:

Direct and oversee daily operations of specialized transportation services including paratransit (UVA FlexRide), overnight on-demand service (UVA Ride), and other assigned mobility programs.

Creates, assigns, and maintains shift schedules for drivers, supervisors, and support staff

Reports to and assists the UVA Transportation General Manager in transportation initiatives and operations

Coordinates and collaborates with the Operations Manager for UVA Transit

Ensure safe, reliable, and customer-focused service delivery that meets the organization’s goals and service standards

Ensures a smooth transition and implementation plan during operational changes

Programs and manages technology: automated passenger counting (APC), GPS and fleet maintenance, mobile tracking system, real-time vehicle tracking system. Assist with contract management, procurement activities, and vendor oversight

Monitors service performance, productivity, and resource utilization to maintain operational efficiency and develop improvements

Serves as point of contact for transportation support operations during inclement weather and emergency events

On-call point of contact for any after-hours needs (nights / weekends)

Liaison with in-house Maintenance, Safety, and Training divisions

Drives buses or other service vehicles, as needed, to maintain coverage of services
MINIMUM REQUIREMENTS:

Education: Bachelor's degree
-
Experience: At least four years of management experience in logistics or transportation or parking operations to include managing facilities, people, and resources.

Licensure: VA Commercial Driver's License Type A or B with Passenger and Air Brake endorsements and positive point balance is preferred. International Parking Institute Certified Administrator of Public Parking or National Parking Association Certified Facility Manager.
The Anticipated Hiring Range for this position is $78,000-$90,000 Annually. This is a full-time position with UVA benefits. Employee benefits package highlights include:

PHYSICAL DEMANDS:
This is primarily a sedentary job involving extensive use of desktop computers. The job does occasionally require traveling some distance to attend meetings, and programs.
Safe operation of a transit bus requires sustained sitting, driving, pushing/pulling (steering wheel and various controls), repetitive motion, use of both hands, use of either hand, fine finger manipulation, and wrist movement. Safe operation also includes repetitive motion with both ankles/feet, with both possessing the strength and dexterity to fully depress the service brake and accelerator (right), and turn signal controls (left) present on the transit bus units within the Parking and Transportation fleet.
Boarding/alighting the transit bus requires the ability to climb stairs (at least one step up/down). Successful operation of ADA Accessible equipment aboard the transit bus requires bending, lifting, and carrying.
Work performed during special events and as part of servicing the equipment requires standing, traveling, and the potential for bending, lifting, and carrying.
