The mission of the Department of Youth and Rehabilitation Services (DYRS) is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS administers detention, commitment and aftercare services for youth held under its care in its facilities or residing in the DC community.
This position is located in the D.C. Department of Youth Rehabilitation Services (DYRS), Facilities Management Division (FMD). The mission of FMD within DYRS is to provide cost-effective centralized facility management services and support to the District Government through building operations and real estate management. FMD has the responsibility for the safe and proper operation of all heating, ventilation and air conditioning equipment for all DYRS facilities and ensures that each facility is properly heated or cooled sufficiently.
Major Duties & Responsibilities:
Serves as the Lead HVAC Mechanic performing the full range of work that involves the repair, overhaul, maintenance, and servicing of industrial and domestic reach-in and walk-in refrigerators, air conditioning units and systems, ventilating systems, freezers, water coolers, dehumidifiers, and related equipment, and cold storage and cold room equipment. Locates and diagnoses malfunctions. Dissembles, repairs, replaces, or adjusts thermostats, pressure stats, hemostats, relays, switches, and other automatic control devices, as well as compresses and related components and services and repairs evaporators, condensers, and receivers. Repacks valves and replaces electric motors, belts, and pulleys and lubricates moving parts.
Incumbent is responsible for selecting the proper tools and testing devices to accomplish repairs accordingly; investigating complaints from building occupants or the general public; incumbent either corrects problems that arise from investigating complaints or notifies the Facilities Manager if a contractor is required; conducting inspections of buildings and grounds; performing snow and ice removal when necessary; Provides recommendations for modifications of existing mechanical equipment and provides data concerning fixed heating, ventilation and air conditioning units installed in all buildings, particularly boiler capacities in terms of pounds of steam produced per hour or BTU and air conditioning cooling load requirements.

Work Conditions / Environment:
Work is normally performed inside the building. However, work is usually performed indoors and occasionally outside on roofs and on concrete surfaces in cramped spaces. May be required to work on ladders, scaffolds and man lifts. Work at frequent times may be dirty and greasy. May be subject to burns, injuries from falls or the dropping of moderate items, cuts, bruises and electrical shock, and possible respiratory disorders due to the inhalation of refrigerant gasses, paint fumes and spray. Incumbent is subject to and required to respond to emergency call back and on call duty.
Other Significant Factors:
Tour of Duty: 7:00 am to 3:30 pm, Monday – Friday. (Shifts and hours may vary depending on agency needs and management approval.) The incumbent will be based out of New Beginnings (8400 River Road, Laurel MD).
