Title:
Program Manager
KBR is seeking a highly experienced Senior Principal Specialist to serve as a Program Manager / CSS Lead. This position supports the NAVAIR PMA-231 Advanced Hawkeye Command and Control platform office. The successful candidate will be responsible for managing program planning and control activities, leading multifunctional teams, coordinating customer engagements, and ensuring successful execution of technical, schedule, and financial objectives across multiple projects.
Responsibilities
- Provide direct leadership, management, and oversight of personnel supporting assigned programs.
- Lead planning, coordination, execution, and reporting activities for multiple projects and tasking efforts.
- Organize project workloads and assign personnel based on technical qualifications, experience, and program priorities.
- Serve as the Contract Manager responsible for overall contract execution, ensuring compliance with contract requirements, performance objectives, deliverables, staffing requirements, and customer expectations.
- Serve as the primary liaison between Program Planning and Control, engineering, logistics, financial management, contracts, and customer organizations.
- Oversee integration, testing, fielding, and operational support efforts across Navy and DoD stakeholders.
- Serve as Product Owner and lead coordinator for requirements, priorities, schedules, and stakeholder engagement.
- Monitor program execution against cost, schedule, and performance objectives and implement corrective actions as necessary.
- Develop and execute acquisition strategies, project plans, schedules, risk management activities, and status reporting.
- Establish, manage, and monitor project budgets, forecasts, staffing plans, and resource allocations.
- Lead customer meetings, technical reviews, program reviews, and executive-level briefings.
- Ensure compliance with contractual requirements, company policies, and government program objectives.
- Mentor, develop, motivate, and evaluate assigned employees while fostering a collaborative and high-performing team environment.
- Support workforce planning, hiring, training, and employee development activities.
Required Qualifications
- Bachelor's degree in Engineering, Science, Business Administration, Program Management, or a related field.
- Minimum of 15 years of experience in technical program planning and implementation, government program management, contract administration, budget development, and program execution.
- Must have a Top Secret clearance.
- Must have prior E-2 experience.
- Demonstrated experience leading complex DoD programs involving multiple stakeholders and cross-functional teams.
- Experience with program planning, scheduling, financial management, risk management, and performance tracking.
- Proven ability to manage customer relationships and coordinate activities between technical and business organizations.
- Strong leadership, communication, organizational, and problem-solving skills.
- Experience delivering program status, risks, and recommendations to senior leadership and government customers.
- Ability to manage personnel and lead geographically dispersed teams.
- Proficiency with Microsoft Office Suite and project management tools.
Desired Qualifications
- Experience supporting Naval Aviation programs, test activities, or fleet fielding efforts.
- Experience supporting training systems, mission planning, mission data, or related aviation systems.
- Prior Product Owner experience supporting software or system development initiatives.
- Experience supporting NAVAIR or other Navy Program Executive Office organizations.
- Project Management Professional (PMP) certification or equivalent program management certification.
Scheduled Weekly Hours: 40 hours/week.
Compensation: $129,000-$182,000. The salary range posted is based on the national average. The offered rate will be based on the selected candidate’s location, knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels per internal policy or contractual designation. Additional compensation may be in the form of a sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
