PRIMARY OBJECTIVE
Reporting to the Executive Director of Safety, Security and Emergency Preparedness, the District Director-Security Operations and Compliance is responsible for directing all district-wide security compliance functions, as well as providing administrative and project management expertise to executive and management-level staff in support of the operations and initiatives of the Department of Safety and Security. The District Director serves as the District’s subject matter expert and primary resource on compliance with federally and state-mandated campus safety and security requirements. This position also assists in developing, evaluating, and refining safety and security functions, programs, and policies in support of the City Colleges of Chicago’s (CCC) mission. Performs related duties as assigned.
ESSENTIAL DUTIES
- Leads District-wide safety and security projects, security research, data analysis efforts, and system-wide compliance initiatives; completes district-wide reports and recommendations used to assess security operations, compliance, and institutional risk.
- Develops, disseminates and trains security staff on new district-wide security policies, rules, and regulations as needed, and regularly reviews and updates policies and procedures governing CCC’s safety and security operations, protocols, enforcement activities, regulatory compliance obligations, and reporting requirements.
- Evaluates District safety and security operations, identifying risk factors, compliance vulnerabilities, and emerging regulatory requirements, while prioritizing security initiatives across the District necessary to improve safety and security operations.
- Provides guidance to all colleges on compliance with federal and state campus safety and security requirements, including the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), Violence Against Women Act (VAWA), the Illinois Higher Education Campus Security Enhancement Act, and other applicable requirements.
- Directs the District’s compliance framework for campus security reporting and disclosure requirements and establishes standards for implementation across all colleges.
- Leads development of mandated District-wide reports required by the Clery Act and other applicable State and Federal laws. Reviews and provides final approval to the colleges for all mandated submissions, ensuring the accuracy, completeness, consistency, and timeliness of institutional safety and crime reporting
- Oversees District-wide Clery Act compliance, including campus crime reporting, incident classification, crime reporting processes, the preparation of annual security reports, and related documentation. Audits reporting practices, provides corrective guidance, and trains college security leadership on compliance requirements.
- Provides functional oversight to the Clery Compliance Coordinator and college security leadership regarding compliance requirements, reporting obligations, regulatory changes, and implementation of corrective actions.
- Manages the District’s Campus Security Authority (CSA) online training and compliance program for Safety and Security personnel identified under the Clery Act as CSA individuals (Mandated Reporters), including training for new employees, recertification for current employees, recordkeeping, and periodic audits.
- Monitors and audits campus security plans and policies to improve operations and increase the effectiveness of procedures for safety, security, emergency preparedness, and crime prevention.
- Plans and conducts staff meetings and training activities for security staff District-wide to keep staff informed and to improve security operations. Conducts regular meetings and advises staff on activities and/or changes within the District.
- Advises leadership regarding legislation, regulations, and legal requirements affecting CCC’s safety and security policies, including Title IX, The Federal Education Rights and Privacy Act (FERPA), Violence Against Women Act (VAWA), Stop Campus Hazing Act, Drug-Free Schools and Communities Act (DFSCA), and related federal and state regulatory requirements.
- Partners with District and college leadership in developing and implementing professional development and training programs that strengthen the knowledge, capabilities, and effectiveness of Safety and Security personnel.
- Participates in security labor negotiations and related vendor contract negotiations, as needed. Serves as the Vice Chancellor of Administrative Services’ designee in disciplinary proceedings involving union-represented Security personnel, as needed.
- In collaboration with the Executive Director of Safety, Security and Emergency Preparedness, maintains relationships with law enforcement, emergency management, and public safety agencies, including the Chicago Police Department, Cook County Sheriff’s Office, Illinois State Police, Department of Homeland Security, Illinois Emergency Management Agency, and Department of Human Services. Keeps executive leadership informed of significant security issues, trends, and activities.
- Serves as backup to the Executive Director of Safety, Security and Emergency Preparedness in providing guidance and oversight to college Security Directors regarding security incidents, investigations, threat assessments, emergency response activities, and implementation of appropriate safety, compliance, and risk mitigation strategies.
- Monitors emerging trends, technologies, legislation, and best practices in higher education public safety and security operations and recommends strategies to enhance District operations and preparedness.
- Assists and works with key stakeholders in developing emergency preparedness and response plans, as well as contingency plans for the District.
- May identify grant opportunities and, as directed, develops and submits funding proposals to support District safety and security initiatives.

QUALIFICATIONS
- Bachelor’s degree from an accredited college or university in Criminal Justice, Public Administration, Emergency Management, or a related field.
- A minimum of five (5) years of progressively responsible experience in law enforcement, public safety, security operations, corporate loss prevention security, or in a military environment with security experience.
- Management experience in public, private, or military security operations is highly desirable.
- Certified Clery Compliance Officer (CCCO) preferred.
- An equivalent combination of education, training, and experience may be taken into consideration at the discretion of management.
- Knowledge and understanding of the Clery Act, VAWA, FERPA, and related federal, state, and local campus safety laws.
- Knowledge of higher education security practices, emergency preparedness principles, threat assessment methodologies, crime prevention strategies, and public safety operations.
- Knowledge of compliance monitoring, audit readiness, regulatory reviews, and corrective action processes.
- Knowledge of security technologies, incident management systems, emergency notification systems and access control systems.
- Excellent interpersonal, verbal, and written communication skills.
- Strong analytical, project management, organizational, and problem-solving skills.
- Ability to work effectively within a culturally diverse environment.
- Ability to maintain professionalism, discretion, and confidentiality in handling sensitive situations.
- Ability to travel throughout the District as required.
- Proficiency in the use of Microsoft Office 365 (Excel, Word, SharePoint, PowerPoint, Outlook).
Salary Range: $92,866 - $100,000
Offered salary will be determined by the applicant's education, knowledge, skills and abilities, as well as other factors such as internal equity.
