POSITION OVERVIEW
Intrinsic Resolution, LLC is actively recruiting a senior-level ISSO Lead on behalf of our teaming partner in support of the Department of Energy (DOE) / National Nuclear Security Administration (NNSA). This is a high-impact, on-site leadership role at the DOE Headquarters in Washington, DC.
The ISSO Lead will receive direction from contract leadership and serve as the primary liaison with Certification & Accreditation (C&A) authorities on the customer side. In this role, you will work on behalf of the contractor team to achieve successful C&A outcomes, oversee a team of two (2) FTEs, and maintain all documentation required to support Authority to Operate (ATO) activities.
You may be required to create policy, documentation, and training where none currently exists, and must have the ability to negotiate new frameworks across all contractor and federal stakeholders. The more technical depth you bring, the more effective you will be in creating accurate documentation and achieving favorable audit outcomes.
ROLES & RESPONSIBILITIES
- Ensure effective implementation of DOE and NNSA cybersecurity policies and procedures for designated information systems, aligning with organizational security standards and best practices.
- Lead Assessment and Authorization (A&A) activities for designated systems, ensuring compliance with federal regulations. Document security measures in security plans and oversee access control provisioning.
- Establish, maintain, and oversee configuration management of all security documentation for assigned systems. Regularly review and update security artifacts to reflect current configurations.
- Identify, assess, and document threats and risks to designated systems. Conduct thorough risk assessments to understand vulnerabilities and recommend mitigation strategies.
- Lead and conduct cybersecurity tests and assessments, providing actionable findings to the Information System Security Manager (ISSM). Address vulnerabilities and guide remediation efforts.
- Evaluate the security impact of proposed changes to assigned information systems. Recommend and implement strategies for mitigating risks associated with significant security changes.
- Identify cybersecurity training needs based on user roles and responsibilities. Develop and deliver training materials to ensure users operate securely and adhere to all protocols.
- Promptly respond to security incidents and breaches. Accurately report findings and contribute to incident resolution to minimize operational impact.
- Develop and maintain security processes and procedures supporting the ISSM's Cybersecurity Program, ensuring comprehensive documentation and streamlined workflows.
- Create, maintain, and update disaster recovery and incident response plans. Participate in training and tabletop exercises to ensure organizational readiness.
- Effectively communicate cybersecurity status, risks, and mitigation strategies to stakeholders at all levels — both formally and informally.
KEY CANDIDATE TRAITS
- In-depth knowledge of cybersecurity frameworks and guidelines (NIST, FISMA, RMF).
- Demonstrated ability to learn and succeed with evolving cyber regulatory requirements.
- Ability to adapt existing policy to new technical scenarios as mission requirements change.
- Strong experience conducting A&A activities, risk assessments, and vulnerability testing.
- Expertise in configuration management, security documentation, and system access control.
- Proven ability to lead incident response efforts and coordinate cross-functional recovery.
- Skill in developing and delivering cybersecurity training and driving process improvements.
- Strong communication and presentation skills — able to translate complex security issues for both technical and non-technical stakeholders.

NON-NEGOTIABLE REQUIREMENTS
- Active Top Secret (TS) clearance with investigation current within the last 5 years — REQUIRED.
- Fully on-site, Washington DC. No remote work available.
- New hire start dates are the 1st and 16th of each month.
EDUCATION
Years of relevant federal cybersecurity experience are weighted more heavily than formal degrees. Demonstrated hands-on expertise in DOE/NNSA or equivalent federal environments is strongly preferred.

This position is covered by the Service Contract Labor Standards (SCLS). Compensation and fringe benefits will be provided in accordance with the applicable U.S. Department of Labor wage determination and any applicable collective bargaining agreement.
Pay: $170,000.00 - $176,800.00 per year
