The Role

The Tax Manager is responsible for leading the Company's tax function, including income tax, transaction tax, and property tax compliance, reporting, planning, and risk management activities. This role serves as the primary point of contact for all tax-related matters and partners closely with Accounting, Treasury, FP&A, Legal, Operations, Procurement, Engineering, and external advisors to ensure compliance with federal, state, and local tax requirements.

The Tax Manager will own and oversee tax provision processes, manage outsourced tax service providers where applicable, support tax planning initiatives, coordinate audits and examinations, and establish scalable tax processes and controls to support a growing fiber infrastructure business. This position requires strong technical tax expertise, project management skills, and the ability to translate complex tax matters into practical business solutions.

The Main Responsibilities

Income Tax Compliance & Reporting

Lead federal, state, and local income tax compliance processes, including coordination with external tax advisors.

Oversee the preparation of annual tax returns, estimated tax payments, extensions, and related filings, and review these deliverables for completeness and accuracy prior to authorization of filing.

Oversee preparation and review of quarterly and annual income tax provisions under ASC 740.

Maintain tax accounting schedules, deferred tax calculations, valuation allowances, and uncertain tax position analyses.

Monitor legislative and regulatory developments and evaluate their impact on the Company.

Support the annual audit by preparing tax-related schedules and responding to auditor requests.

-
Coordinate nexus analyses and legal entity tax compliance requirements.

-
Manage tax account reconciliations and ensure completeness and accuracy of tax balances.

Transaction Taxes

-
Oversee compliance for sales and use taxes, telecommunications taxes, gross receipts taxes, franchise fees, regulatory surcharges, and other indirect taxes applicable to telecommunications operations.

Monitor evolving state and local telecommunications tax regulations and compliance requirements.

Review taxability determinations for products, services, network construction activities, and customer billing arrangements.

Manage exemption certificate administration and audit support documentation.

Coordinate with accounting, procurement, and operations teams to ensure proper tax collection and remittance.

Evaluate tax treatment of new products, services, contracts, and market expansions.

Identify and implement automation opportunities to improve transaction tax compliance and reporting.

Property Tax Management

Manage business personal property tax compliance across multiple jurisdictions.

Coordinate annual property tax filings and asset reporting requirements.

Partner with accounting team to maintain accurate property tax records and asset classifications.

Review property tax assessments and identify opportunities for appeals and reductions.

Monitor compliance with state and local filing deadlines.

Develop and maintain property tax calendars and reporting processes.

Coordinate with external consultants and taxing authorities regarding assessments and audits.

Business Registrations, Licensing & Tax Authority Compliance

Manage all business tax registrations, licenses, permits, and tax identification numbers across federal, state, and local jurisdictions.

Obtain and maintain sales tax permits, income tax accounts, property tax registrations, telecommunications tax accounts, and other required tax IDs.

Coordinate business registrations and licensing requirements for new entities, markets, and operational locations.

Monitor nexus activities and ensure timely registration in jurisdictions where tax obligations arise.

Maintain compliance calendars for business license renewals, annual registrations, and tax account maintenance.

Partner with Legal, Regulatory, and Operations teams to support jurisdictional compliance and market expansion activities.

Maintain records of licenses, permits, tax accounts, and regulatory registrations and support related audits or examinations.

Oversee third-party providers assisting with business licensing and tax registration compliance.

Tax Planning & Advisory

Support tax planning initiatives designed to optimize the Company's overall tax position.

Analyze tax implications of organizational changes, acquisitions, restructurings, financing transactions, and new business initiatives.

Provide practical tax guidance to management and business partners.

Assist leadership with evaluating tax impacts of strategic business decisions.

Support tax due diligence and integration activities for mergers, acquisitions, and joint ventures.

Participate in planning related to state tax incentives, credits, and telecommunications-specific tax opportunities.

Tax Audits & Regulatory Examinations

Serve as primary coordinator for federal/state/local income tax, sales tax, property tax, franchise and telecommunications tax audits.

Manage information requests, documentation gathering, and responses to tax and governmental authorities.

Monitor audit assessments and negotiate resolution of tax controversies where applicable.

Maintain documentation supporting tax positions and compliance activities.

Track audit exposure and contingencies and communicate risks to management.

Controls, Process Improvement & Compliance

Establish and maintain tax controls supporting financial reporting accuracy and regulatory compliance.

Develop and document tax policies, procedures, and internal controls.

Ensure tax processes align with broader finance governance and compliance objectives.

Identify opportunities for process improvements, automation, and technology enhancements.

Coordinate implementation of tax-related ERP system improvements and compliance tools.

Monitor tax compliance calendars to ensure timely filing and payment of all tax obligations.

Support internal audit reviews and compliance assessments related to tax processes.

Leadership & Business Partnership

Manage relationships with external tax advisors, consultants, auditors, and regulatory authorities.

Mentor and develop accounting personnel supporting tax activities.

Collaborate closely with Treasury, Accounting, Procurement, Legal, and Operations teams.

Communicate tax risks, opportunities, and compliance matters to finance leadership.

Prepare tax-related reporting and presentations for executive management.

Main Requirements

Required

Bachelor's degree in accounting, Finance, Taxation, or related field.

CPA certification required.

7+ years of progressive tax experience in public accounting and/or corporate tax.

Strong knowledge of:

Familiarity with state public utility commissions, telecommunications registration requirements, and industry-specific tax and licensing obligations.

Experience in a private equity-backed or high-growth environment.

Public accounting experience with a national or regional firm.

Experience with NetSuite, Vertex, Avalara, OneSource, or similar tax technologies.

Master's degree in taxation (MST) preferred.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
