Position Summary

The Community Relations Officer (CRO) supports the implementation of the Company's stakeholder engagement and community relations programs across the development, construction, commissioning, and operational phases of renewable energy projects. Reporting to the Senior Community Relations Manager (or equivalent), the CRO serves as the primary field representative for day-to-day engagement with host communities, local government units (LGUs), landowners, and other stakeholders.

The role is responsible for maintaining positive community relationships, supporting regulatory and social compliance requirements, assisting in the implementation of community development initiatives, and ensuring that stakeholder concerns are properly documented, communicated, and addressed in accordance with Company policies, Philippine regulations, and applicable lender environmental and social standards.

Key Responsibilities

1. Stakeholder Engagement

- Support the implementation of the project's Stakeholder Engagement Plan (SEP).

- Conduct regular engagement with host communities, affected households, landowners, local organizations, and LGUs.

- Assist in organizing community consultations, public meetings, project briefings, and information campaigns.

- Maintain positive working relationships with local stakeholders and promptly escalate significant issues to the Senior Community Relations Manager.

- Ensure timely communication of project updates, schedules, and community commitments.

2. Community and Landowner Coordination

- Coordinate day-to-day communications with landowners, occupants, and local stakeholders.

- Support land acquisition and right-of-way activities through community coordination and stakeholder engagement.

- Assist in addressing concerns related to land access, compensation, and project impacts.

- Monitor community sentiments and identify potential social issues that may affect project implementation.

3. Community Development Programs

- Assist in implementing Corporate Social Responsibility (CSR), Environmental, Social and Governance (ESG), and community development initiatives.

- Coordinate with LGUs, community organizations, and project teams during the implementation of community programs.

- Monitor the progress of community commitments and prepare status updates.

- Maintain records of community development activities and beneficiary participation.

4. Grievance Management

- Administer the project's Grievance Redress Mechanism (GRM) in accordance with Company procedures.

- Receive, document, and monitor community complaints and stakeholder feedback.

- Coordinate investigations with relevant departments and track corrective actions until closure.

- Prepare periodic grievance logs and reports for management review.

5. Regulatory and Social Compliance

- Support stakeholder engagement activities required for Environmental Compliance Certificate (ECC) applications and other regulatory approvals.

- Coordinate with LGUs and relevant government agencies on community-related requirements and activities.

- Maintain complete and organized documentation of consultations, meetings, agreements, attendance records, and stakeholder correspondence.

- Assist in preparing documentation required for regulatory inspections, audits, and lender due diligence.

6. Construction and Operations Support

- Coordinate community-related activities during project construction and operational phases.

- Assist in communicating construction schedules, temporary disruptions, traffic management measures, and mitigation plans to affected communities.

- Coordinate local hiring activities and community workforce concerns, when applicable.

- Support site teams in resolving community issues that may impact project activities.

7. Reporting and Documentation

- Maintain accurate records of stakeholder engagements, consultations, grievances, community commitments, and CSR activities.

- Prepare weekly and monthly Community Relations reports.

- Assist in the preparation of ESG, lender, and regulatory reports related to community and social performance.

- Maintain an organized database of stakeholder information and community engagement records.

Qualifications

Education

- Bachelor's degree in Community Development, Social Sciences, Public Administration, Communications, Environmental Studies, Political Science, or a related field.

Experience

- At least three (3) to five (5) years of experience in community relations, stakeholder engagement, public affairs, or external relations.

- Experience supporting renewable energy, infrastructure, mining, power, or large-scale construction projects is preferred.

- Experience working with LGUs, community organizations, and landowners is an advantage.

Knowledge

- Working knowledge of Philippine regulatory processes related to renewable energy project development, including stakeholder consultation requirements under DENR and LGU permitting processes.

- Familiarity with Environmental Compliance Certificate (ECC) requirements and public consultation processes.

- Basic understanding of international environmental and social standards, including IFC Performance Standards and the Equator Principles, is an advantage.

Skills and Competencies

- Strong interpersonal and stakeholder engagement skills.

- Effective communication and presentation skills in English and Filipino; proficiency in local dialects is an advantage.

- Good conflict resolution and problem-solving abilities.

- Strong organizational, documentation, and report writing skills.

- Proficient in Microsoft Office applications.

- Ability to work independently in field-based assignments while coordinating effectively with cross-functional teams.

- High level of professionalism, integrity, and cultural sensitivity.

- Willing to travel frequently and work in remote project locations.

Pay: Php55,000.00 - Php65,000.00 per month
