Job Purpose
The HSE Officer is responsible for implementing and monitoring health, safety, and environmental policies and procedures to ensure a safe and healthy working environment. The role supports compliance with regulatory requirements, company standards, and project-specific HSE plans while promoting a strong safety culture across all site activities.
Key Responsibilities:
Health & Safety Management
- Implement and enforce company HSE policies, procedures, and site safety plans.
- Conduct regular site inspections and safety audits to identify hazards and unsafe conditions.
- Monitor compliance with applicable HSE legislation, regulations, and client requirements.
- Ensure all employees, subcontractors, and visitors adhere to safety rules and procedures.
- Review and monitor permit-to-work systems for high-risk activities.
Risk Assessment & Hazard Control
- Participate in risk assessments, Job Safety Analysis (JSA), and method statement reviews.
- Identify workplace hazards and recommend corrective and preventive measures.
- Monitor implementation of control measures to mitigate identified risks.
- Ensure proper use of Personal Protective Equipment (PPE) at all times.
Incident Management
- Investigate accidents, incidents, near misses, and dangerous occurrences.
- Prepare incident reports and recommend corrective actions.
- Track and monitor closure of safety observations and corrective actions.
- Maintain accurate records of incidents and safety statistics.
Training & Awareness
- Conduct HSE inductions for new employees and site visitors.
- Deliver toolbox talks, safety briefings, and awareness campaigns.
- Promote employee engagement in HSE initiatives and best practices.
- Support emergency response drills and training exercises.
Environmental Compliance
- Monitor environmental aspects of site activities and ensure compliance with environmental regulations.
- Promote waste management, pollution prevention, and resource conservation initiatives.
- Report environmental incidents and support corrective action implementation.
Documentation & Reporting
- Maintain HSE records, inspection reports, permits, training records, and certifications.
- Prepare daily, weekly, and monthly HSE reports.
- Support internal and external HSE audits and inspections.
- Ensure all required HSE documentation is up to date and readily available.
Emergency Preparedness
- Assist in developing and implementing emergency response plans.
- Ensure emergency equipment is available, inspected, and maintained.
- Coordinate emergency drills and evaluate effectiveness.
Qualifications
- Bachelor's Degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- NEBOSH International General Certificate (IGC) or equivalent certification.
- Additional certifications such as IOSH Managing Safely, First Aid, Fire Safety, or OSHA are advantageous.
Experience
- Minimum 3–5 years of HSE experience in UAE, in construction, infrastructure, or industrial projects.
- Experience working in a multinational environment is preferred.
- Familiarity with local labor laws and HSE regulations.

Pay: AED7,000.00 - AED10,000.00 per month
