JOB OVERVIEW

The Infrastructure Design Manager is responsible for managing the delivery of infrastructure design across all project stages, from concept and master planning through detailed design and IFC. Working in a client-side environment, the role will oversee the appointed design consultants, PMC, and peer reviewers to ensure infrastructure designs are fully coordinated, technically compliant, and aligned with project objectives, delivery programmes, quality standards, and regulatory requirements.

The role plays a key part in leading and coordinating infrastructure design, with a strong technical focus on wet utilities, including potable water, sewerage, stormwater drainage, irrigation, recycled water, and associated utility networks. The role will also coordinate interfaces with roads, dry utilities, power, telecommunications, street lighting, buildings, landscape, public realm, and master planning teams.

ROLE RESPONSIBILITIES

Design Management & Delivery

- Lead and manage the delivery of infrastructure design on behalf of the client from concept and master planning through detailed design and IFC.

- Oversee the appointed infrastructure design consultants, PMC, and peer reviewers to ensure coordinated, high-quality, and timely design delivery.

- Ensure all consultants deliver in accordance with the approved project brief, programme, budget, design standards, and overall development objectives.

- Establish design delivery strategies, consultant responsibilities, design programmes, key milestones, and deliverable schedules.

- Monitor consultant performance, design progress, resources, and deliverables, implementing corrective actions where required.

Technical Leadership & Coordination

- Manage interfaces between infrastructure consultants and building, villa, landscape, public realm, and other development design teams.

- Ensure multidisciplinary coordination across roads, wet utilities, dry utilities, power, telecommunications, street lighting, and other infrastructure systems.

- Review and challenge consultant submissions, reports, specifications, drawings, and technical recommendations prior to key approvals.

- Provide technical oversight on infrastructure design challenges, constructability issues, utility conflicts, design changes, and project risks.

- Manage utility planning, including utility corridors, demand assessments, tie-in strategies, and interfaces with existing and future infrastructure.

Stakeholder & Authority Management

- Coordinate with the PMC to ensure effective design management, reporting, change control, action tracking, and risk management processes.

- Lead coordination with relevant authorities, including TAQA, ADM, DMT, DEWA, RTA, DM, and other utility providers, ensuring all required approvals and NOCs are obtained.

- Ensure authority requirements, technical standards, and approval conditions are incorporated throughout the design process.

- Present design progress, key technical matters, project risks, and recommended solutions to senior management and key stakeholders.

Project Delivery & Quality Assurance

- Manage design changes and variations, ensuring technical, commercial, programme, and interface impacts are properly assessed.

- Ensure design deliverables are fully coordinated, compliant, constructable, and suitable for tender and IFC issuance.

- Prepare and oversee weekly and monthly progress reports covering consultant performance, authority approvals, key risks, outstanding actions, and critical decisions.

- Support procurement and tender activities through technical reviews, responses to design-related queries, and coordination of consultant inputs.

- Support the appointment and mobilisation of design consultants, specialist consultants, peer reviewers, and other technical resources.

- Promote continuous improvement by implementing lessons learned, best practices, design standards, and effective delivery processes across current and future developments.

QUALIFICATIONS AND EXPERIENCE

- Bachelor's degree in Civil Engineering or a related engineering discipline.

- Minimum 10 years of experience in infrastructure design, utility coordination, and delivery of large-scale master-planned or mixed-use developments.

- Proven client-side experience managing multidisciplinary design consultants, PMC teams, and peer reviewers.

- Strong technical background in roads, wet and dry utilities, sewerage, potable water, irrigation, recycled water, drainage, and utility infrastructure.

- Strong understanding of utility corridor planning, infrastructure interfaces, and multidisciplinary coordination.

- Experience reviewing hydraulic models, calculations, design reports, drawings, specifications, and technical recommendations.

- Direct experience working with Abu Dhabi authorities, including TAQA, ADM, DMT, and other relevant government entities, with strong knowledge of applicable standards, submission requirements, approvals, and NOCs.

- Demonstrated experience managing infrastructure interfaces with buildings, villas, landscape, public realm, and master planning consultants throughout all design stages.

- Excellent leadership, communication, stakeholder management, technical reporting, and presentation skills.

- Proficiency in Microsoft Office applications including Word, Excel, PowerPoint, and Microsoft Project.

DESIRABLE SKILLS

- Familiarity with Bentley software applications.

- Strong understanding of BIM processes for infrastructure and road projects.

- Experience with Autodesk Civil 3D, GIS, and Primavera is preferred.
