Job Description
The role serves as a key liaison between the Programme Management team and Central Procurement Unit, improve business processes and supports the team for procurement planning, coordination, contract administration and administrative matters to ensure timely, efficient and compliant acquisition of goods and services required for infrastructure projects.
This role complements the Central Procurement Unit by partnering Infrastructure Group stakeholders to facilitate smooth end-to-end procurement and contract management processes.
Job Responsibilities
- Manage the tender documentation and processes, work with stakeholders on tender requisition, evaluation, seek approvals for award and contract management.
- Coordinate with Central Procurement Unit, Finance and project teams to facilitate efficient procurement processes and contract administration.
- Implement Procurement Policies and Procedures to align with business needs, offer guidance to stakeholders to support informed purchasing decisions, while balancing public accountability, prudent use of resources and operational efficiency.
- Perform demand aggregation in partnership with stakeholders.
- Prepare and raise purchase requests and related documents, including non-tender purchase requests, based on user department requirements.
- Manage purchase orders, track delivery timelines and ensure timely receipt of goods and services.
- Prepare ITQ and tender approval papers.
- Formulate and manage business process workflows, set up Knowledge Management (KM) frameworks for Programme Management team.
- Handle administrative matters such as collation of management update reports, schedule meetings, manage and maintain a list of contract repository on consultants and contractors for future procurement purposes, maintain contract records, including contract dashboards and management reports.
- Assist with other duties as assigned.
Job Requirements
- Degree in any discipline.
- Minimum 5 years of relevant experience in procurement and business processes.
- A good understanding of Government Procurement Policies will be advantageous.
- Proficiency with SAP Ariba, GeBIZand data analytics/visualization tools will be advantageous.
- A resourceful individual with active listening skills to gather information and anticipate next steps.
