The Policy, Regulation & Competition Development (PRCD) Group is at the forefront of policy and regulatory thinking, where policies and frameworks facilitate the deployment of digital infrastructure, encourage innovation, and support the growth of Singapore’s digital economy. PRCD also builds an inclusive society and addresses emerging threats and challenges in the digital domain.
The candidate will be required to assess and analyse IMDA’s regulated markets (telecommunication, digital infrastructure and post) in relation to licensing and related policy matters. This will be in support of IMDA’s vision to empower the info-communications sector that drives the economy, bonds communities and powers a Smart Nation.
Job Responsibilities:
- Develop and review licensing policies and regulatory frameworks for the telecommunications, digital infrastructure, and postal sectors. This involves balancing IMDA's strategic objectives with whole-of-government (WOG) perspectives, consumer interests, and the need to foster industry growth and competitiveness.
- Evaluate license applications from data centre operators and cloud service providers, assessing their alignment with IMDA's broader digital infrastructure strategy and WOG priorities. This requires close collaboration with internal IMDA teams and external government agencies on issues spanning economic development, security, resilience, and sustainability.
- Implement licensing policies and regulatory frameworks with a focus on operational efficiency and effectiveness.
- Work with relevant IMDA teams to ensure that license conditions are well-calibrated — meeting IMDA's strategic objectives while remaining pragmatic and achievable for licensees.
- Serve as a point of contact for industry queries on licensing matters, providing clear and timely guidance to stakeholders.
Job Requirements:
- Background in Economics, Public Policy, Business Administration, Engineering, or a related discipline.
- At least 2 years of work experience in the telecommunications, postal, data centre, cloud computing, or related sectors.
- Ability to synthesize diverse information across multiple domains and quickly identify the crux of complex issues.
- Comfortable navigating both high-level policy considerations and ground-level implementation realities.
- Strong written and verbal communication skills, including the ability to present ideas clearly and persuasively to varied audiences.
- A resourceful, self-motivated professional who takes ownership and brings creative thinking to problem-solving.
- Able to manage multiple priorities, work independently, and collaborate effectively in cross-functional teams.
