Description
The Government Services Integration Cluster is seeking a Technical Project Manager with demonstrated leadership in mobile application development to plan, coordinate, and deliver enterprise-grade iOS and Android applications, including digital credential wallet and mobile identity solutions.
The successful candidate is a delivery-focused leader who is technically fluent in mobile engineering — able to challenge estimates, interrogate architectural trade-offs, and manage dependencies across mobile, back-end, security, and identity workstreams — while owning schedule, scope, budget, risk, and stakeholder alignment end to end.
Must Have
- Must have 8+ years of experience as a Technical Project Manager delivering software projects, including a minimum of 4 years delivering mobile applications.
- Must have 4+ years of hands-on experience leading mobile development teams building and releasing React Native applications to the Apple App Store and/or Google Play Store.
- Must have strong team management and leadership skills — working with various stakeholders and organizing team members.
- Must have demonstrated experience managing project schedules, budgets, risks, and executive-level reporting on enterprise-scale initiatives.
Nice to Have:
- PMP, PMI-ACP, CSM, SAFe or equivalent certification.
- Prior experience delivering projects within the Ontario Public Service or another public sector environment.
- Experience delivering digital identity, verifiable credential, or digital wallet solutions.
- Experience with accessibility compliance (AODA / WCAG 2.1 AA) in mobile delivery.
Responsibilities:
Project Planning & Delivery
- Own end-to-end delivery of mobile application projects: scope definition, work breakdown, scheduling, estimation, budgeting, resourcing, and release planning across native (Swift, Objective-C, Java) and hybrid (React Native, TypeScript) technologies.
- Develop and maintain project artefacts including project charters, integrated project plans, RAID logs, status reports, change requests, and closure documentation in accordance with OPS project management standards and gating requirements.
- Manage project financials, including forecasting, burn rate tracking, invoice validation, and variance reporting against approved budgets.
- Establish and track delivery metrics — velocity, defect density, release readiness, cycle time — and report progress to senior management, executive sponsors, and governance bodies.
- Manage third-party vendors and system integrators, including statement of work definition, deliverable acceptance, and performance oversight.
Mobile Development Leadership
- Lead multidisciplinary mobile development teams delivering secure, scalable applications across multiple form factors, localizations, and OS-specific UX patterns.
- Coordinate delivery of high-performance, multithreaded applications leveraging device capabilities such as camera, Bluetooth, sensors, storage, and secure OS modules (Secure Enclave / TEE / Strongbox).
- Manage app publication and lifecycle in the Apple App Store and Google Play Store, including release trains, phased rollouts, store review remediation, and version deprecation planning.
- Drive adoption of code quality standards, automated testing, and CI/CD pipelines to ensure predictable, high-quality releases.
- Plan and prioritize security patching, vulnerability remediation, and OS version upgrade cycles to maintain the security posture of deployed applications.
- Ensure comprehensive documentation of code, processes, system designs, and mobile architecture to support long-term maintainability and knowledge transfer.
Digital Identity & Credential Delivery
- Coordinate delivery of digital credential wallets and mobile identity solutions built on W3C Verifiable Credential data models, DIDs, mDOC, and related decentralized identity technologies.
- Manage cross-team dependencies relating to credential exchange, cryptographic protocols, and standards compliance (PCTF, ODIF, IETF, NIST, eIDAS/ARF).
- Coordinate integration with Apple Wallet, Google Wallet, or custom digital wallets, including add-to-wallet flows and mobile verifier applications.
Stakeholder & Team Leadership
- Facilitate Agile ceremonies including sprint planning, backlog refinement, estimation, retrospectives, and technical design sessions.
- Serve as the primary point of contact between development teams and product managers, UX designers, cybersecurity teams, platform architects, business clients, and executive stakeholders.
- Identify, escalate, and resolve risks, issues, blockers, and competing priorities in a fast-paced, multi-project environment.
- Coach and support team members, fostering an engineering culture emphasizing user-centered design, accessibility (AODA/WCAG), performance, and secure engineering.
- Lead change management, communications, and readiness activities associated with mobile releases.
Experience and Skill Set Requirements
Project Management & Delivery Leadership — 40%
- Demonstrated experience managing the full lifecycle of enterprise mobile application projects from initiation through release and post-launch support.
- Proven ability to develop and maintain integrated project plans, schedules, work breakdown structures, and resource plans for concurrent mobile workstreams.
- Experience managing project budgets, forecasts, and financial reporting, including vendor invoicing and variance analysis.
- Demonstrated risk, issue, dependency, and change management capability, including maintenance of RAID logs and formal change control processes.
- Experience producing executive-level status reporting, steering committee materials, dashboards, and decision briefs.
- Experience managing release planning and coordination across mobile, back-end, security, and identity teams, including go/no-go readiness assessments.
- Familiarity with public sector project governance, gating, and approval processes, and with procurement and vendor management practices.
- Proficiency with delivery tooling such as Jira, Azure DevOps, Confluence, and MS Project.
Mobile Application Development Leadership — 35%
- Demonstrated experience leading teams delivering native iOS and Android applications (Objective-C / Swift with Xcode; Java / Kotlin with Android Studio) and hybrid applications using React Native and TypeScript. Primary development is React Native and TypeScript.
- Technical fluency sufficient to review architecture decisions, validate estimates, assess technical debt, and challenge design trade-offs relating to performance, security, and maintainability.
- Experience overseeing UI delivery supporting multiple screen resolutions, localization, accessibility requirements, and OS-specific UX patterns.
- Experience coordinating development that makes efficient use of device resources — memory, storage, camera, Bluetooth, sensors — and secure OS capabilities (Secure Enclave, TEE, Strongbox).
- Demonstrated experience managing app publication and lifecycle in the Apple App Store and/or Google Play Store, including store review cycles and phased release strategies.
- Experience with Apple Wallet, Google Wallet, or custom digital wallets, including adding credentials to a wallet and mobile verifier applications for credentials.
- Experience establishing and governing CI/CD pipelines, automated builds, automated testing, and deployment workflows for mobile products.
- Experience planning and prioritizing security fixes, patch updates, and vulnerability remediation, and ensuring compliance with secure coding practices, mobile OS security guidelines, and enterprise cyber standards.
Agile Practices, Team Leadership & Stakeholder Management — 15%
- Demonstrated experience leading multidisciplinary development teams using Agile methodologies (Scrum, Kanban, SAFe or equivalent), including sprint planning, backlog refinement, estimation, and technical ceremonies.
- Strong stakeholder engagement skills, with proven ability to communicate technical concepts to non-technical audiences and to build consensus across business, technical, and executive groups.
- Experience reviewing and contributing to technical documentation, architecture artefacts, developer guides, and integration specifications.
- Experience supporting team adoption of Agile engineering practices including automated testing, test case development, CI/CD integration, and code quality processes.
- Demonstrated ability to mentor and coach team members and foster a culture of user-centered design, accessibility, and secure coding.
- Proven ability to manage competing priorities, timelines, and deliverables in a fast-paced environment.
Technical Integration & Digital Trust — 10%
- Working knowledge of mobile integration with RESTful APIs and secure back-end platforms developed in Java, Node.js, Python, or similar stacks, sufficient to manage dependencies and integration timelines.
- Familiarity with distributed, event-driven architectures, secure messaging systems, and cloud-native containerized environments (Docker, Kubernetes).
- Understanding of authentication, authorization, encryption, and secure data exchange patterns.
- Working knowledge of the W3C Verifiable Credentials data model, ISO/IEC 18013-X, ISO/IEC 23220-X (mDOC), decentralized identifiers (DIDs), X.509 certificates, and OpenID4VC.
- Familiarity with wallet and security protocols including OIDC, OpenID4VC/OpenID4VP, W3C DC-API, OAuth2, JWT/JWS (JOSE), TLS, PKI, CBOR/COSE, ECDSA P-256, Ed25519, SHA/SHA2, and RSA — sufficient to coordinate delivery and assess compliance risk.
- Awareness of global digital identity standards and specifications including W3C, IETF, OIDF, PCTF, NIST, and eIDAS (ARF).
