This Senior Project Manager role will focus primarily on the delivery of Automatic Train Control projects across the Toronto Transit Commission.
POSITION OVERVIEW
The Toronto Transit Commission (TTC) is seeking an experienced and strategic project leader to oversee the delivery of the Line 2 Automatic Train Control (ATC) Program and its integration with subway extension projects. Reporting to the Project Director, the Senior Project Manager, ATC is accountable for leading the end-to-end delivery of a complex, multi-year capital program, providing technical, commercial, and project management leadership across all phases from planning and procurement through commissioning, operational readiness and close-out.
Through strong leadership and stakeholder management, the Senior Project Manager ensures safe and reliable system integration, effective risk mitigation, successful phased implementation, and the long-term operational performance of ATC in a complex multi-agency environment.
SCOPE & RESPONSIBILITIES
The duties of this role will include but are not limited to the below:
Strategic Leadership & Program Delivery
- Lead the successful delivery of the Line 2 Automatic Train Control (ATC) Program and associated subway extension interfaces providing strategic direction, governance, and oversight to achieve approved scope, schedule, budget, and operational objectives.
- Direct multidisciplinary TTC, consultant, and contractor teams through all phases of program delivery, including planning, procurement, implementation, commissioning, and close-out, ensuring effective coordination of activities, timely decision-making, and resolution of project risks, issues, and interdependencies.
- Lead project governance, performance monitoring, and reporting activities to support informed decision-making, accountability, and successful delivery of program objectives.
Program Integration & Operational Readiness
- Provide overall accountability for project scope, schedule, cost, resources, quality, and contractor performance, ensuring alignment with corporate objectives, funding commitments, contractual requirements, and project milestones.
- Manage the coordination of multiple project interfaces and stakeholder activities across TTC, Metrolinx, contractors, and operational groups to support successful implementation and service readiness.
- Oversee infrastructure readiness, construction support, acceptance processes, and operational planning while ensuring compliance with TTC standards, regulatory requirements, and safety objectives.
Commercial, Financial & Risk Management
- Provide oversight of program performance, directing the resolution of critical delivery, commercial, and funding issues while ensuring the program remains aligned with approved objectives, stakeholder expectations, and organizational priorities.
- Oversee the commercial and contractual performance of the program, providing direction on key business decisions, risk-based strategies, and stakeholder alignment to support successful project delivery and achievement of program objectives.
- Ensure compliance with contractual obligations, project requirements, and TTC governance processes while supporting sound decision-making and accountability.
Stakeholder & People Leadership
- Represent TTC in engagements with Metrolinx, government agencies, municipal partners, contractors, consultants, and other stakeholders, providing strategic advice and reporting to senior leadership and governance bodies.
- Lead, mentor, and develop project delivery teams, fostering a collaborative, high-performing, and accountable culture while supporting workforce planning, succession management, and employee development.
- Build and maintain effective working relationships across TTC and external stakeholder groups while ensuring compliance with TTC policies, collective agreements, and applicable legislation.
KEY SKILLS & EXPERTISE
- Extensive knowledge of large-scale infrastructure and rail systems, with knowledge of Automatic Train Control (ATC) programs, including systems integration, planning, implementation, and operational transition.
- Demonstrated expertise in delivering complex capital programs, including project management, contract administration, procurement, risk management, project controls, financial management, and performance reporting.
- Proven ability to lead multidisciplinary teams and manage relationships with contractors, consultants, transit partners, government agencies, and senior stakeholders.
- Strong strategic, analytical, negotiation, and decision-making capabilities, with experience resolving complex technical, operational, and commercial challenges.
- Exceptional leadership, communication, and stakeholder management skills, coupled with a commitment to safety, operational excellence, inclusion, and continuous improvement.
EDUCATION & PROFESSIONAL CREDENTIALS
- A University Degree in Engineering or a related discipline, with extensive related experience in the areas of general project management and engineering management of heavy construction and/or large multi-discipline projects: or a combination of education, training, and experience deemed to be equivalent.
- A licensed Professional Engineer (P.Eng.) or equivalent professional accreditation with eligibility for licensure in Ontario.
- PMP certification is considered an asset.
