Position Overview
We are seeking an experienced, customer-focused Program Manager to serve as the primary lead and single point of contact for a large-scale Hull, Mechanical & Electrical (HM&E) Fleet Technical Assistance (FTA) Support Services contract. This role supports the Southwest Regional Maintenance Center (SWRMC) and is responsible for the overall successful execution of the contract, including technical, financial, and administrative performance. The Program Manager will oversee a large, dispersed workforce of engineering and technical personnel, ensuring quality control, risk management, and mission-critical support to U.S. Navy fleet assets.
This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government Contracting Officer's Representative (COR). This is an in-person, on-site position.
Key Responsibilities
- Act as the primary interface and point of contact with Government program authorities (COR, Program Managers) on all technical, financial, and administrative issues.
- Oversee contractor execution of all contract requirements, ensuring quality control of deliverables, managing program risk, and allocating corporate resources to meet mission-critical goals.
- Manage the contract's Level of Effort (LOE) to ensure all man-hours are expended according to the contract schedule and performance standards.
- Supervise, manage, and oversee the activities of all support contractor personnel, including subcontractor efforts.
- Ensure compliance with all security, safety, and environmental regulations, including the safeguarding of Controlled Unclassified Information (CUI).
- Responsible for the recruitment, hiring, onboarding, and training of new personnel, ensuring a smooth transition and continuous staffing.
- Monitor contract costs and provide detailed variance reports to the Government.
Required Qualifications
- Education: Bachelor's degree in any technical or managerial discipline.
- Experience: Minimum of 10 years of professional experience in program/project management, specifically supporting Navy programs or complex government contracts.
- Certification: Must possess and maintain a Project Management Professional (PMP) certification.
- Citizenship: U.S. Citizenship required.
- Security Clearance: Active Secret (Tier 3) security clearance or ability to obtain interim T3 prior to onboarding.
- Knowledge: Excellent working knowledge of personal computers and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint).
- Language: Fluent in written and verbal English.
Additional Requirements
- Must obtain legal entry authorization to Naval Base San Diego prior to commencing work.
- Must be issued a Common Access Card (CAC).
- Must comply with all DoD security regulations and safeguard Controlled Unclassified Information (CUI).
- Must pass background checks and base access control registration.
Schedule & Work Conditions
- Hours: Up to 40 hours per week, Monday-Friday, normal business hours, excluding Federal holidays.
- Travel: CONUS and OCONUS travel may be required to support SWRMC missions.
- Place of Performance: SWRMC, Naval Base San Diego, CA.
