About the Role:

As a Principal Consultant – Technical Procurement Analyst in NYSTEC’s Cybersecurity Data Privacy practice area, you will provide strategic and technical expertise to help organizations plan, evaluate, procure, and implement complex technology solutions. You will collaborate with business, technical, procurement, legal, cybersecurity, and executive stakeholders to translate needs into clear requirements, develop procurement materials, conduct market and technology research, evaluate vendor solutions, and identify technical, security, integration, scalability, and vendor risks.

In your day-to-day role as a technical procurement analyst you will serve as an independent technical advisor, helping ensure that procurement decisions are objective, defensible, standards-based, cost-conscious, and aligned with each organization’s current-state and target-state architectures, technology roadmap, and future operational needs.

Key Responsibilities

- Develop a procurement strategy that may include scoring technical and financial proposals.

- Create procurement packets for vendors.

- Assist with creating request for proposals (RFP) response evaluation criteria and recommending revisions.

- Assist with creating contractor tasks and deliverables, evaluation criteria, and scoring methodologies.

- Provide expert technical guidance on structuring enterprise agreements and share best practices with internal departments.

- Collaborate and partner to execute enterprise agreements across the entire procurement cycle, from requisition to contract execution.

- Provide support for negotiating contract terms and conditions, licensing models, service level agreements (SLAs), and pricing to achieve the best value for the enterprise.

- Collaborate with the legal department to confirm that contract terms comply with client standards, regulatory requirements, and cybersecurity policies for on-premises, hybrid, and cloud-based solutions.

- Analyze enterprise vendor agreement approaches to identify opportunities for cost savings and process improvements.

- Cultivate and maintain strong relationships with key technology vendors.

- Monitor and track vendor performance and compliance with contractual obligations.

- Assist with managing contract renewals, amendments, and terminations.

- Work closely with the client’s enterprise technical teams to understand stakeholder requirements and align procurement strategies with the client’s technology roadmap.

- Identify potential risks and develop mitigation strategies related to technology procurement approaches.

- Maintain plans of action and milestones (POA&Ms), as needed, to help remediate issues and gaps.

About You:

Required Qualifications

- Advanced experience leading and overseeing complex, large-scale enterprise procurement processes, including the analysis, design, development, integration, and optimization of large enterprise contracts.

- Demonstrated expertise in managing complex procurement processes involving technology providers and vendors.

- Proven ability to lead teams, influence change, manage stakeholder relationships, and respond effectively to evolving project needs.

- Professional written, verbal, interpersonal, and leadership skills.

- Ability to ensure that project tasks and deliverables are completed in accordance with the approved proposal.

Preferred/Desired Qualifications

- Experience with complex technical procurement processes and approaches.

Education and Experience

- A bachelor’s degree and eight to twelve years of related experience in cybersecurity, information technology, computer science, engineering, information systems, public policy, business, or a related field; or a master’s degree and three to five years of relevant experience.

- An equivalent combination of advanced education, training, and experience will be considered.

The target base salary for this position is $109,639.00 to $145,271.00 per year. When determining compensation, we analyze and carefully consider several factors, including skill set, experience, location, and job-related qualifications.
